STRATEGY & EXECUTION

Global workforce advisory

For enterprises building teams across countries: where to hire, how to employ and what it will cost over time, decided with the whole map and the org chart in view, not one hire at a time.

Why Strategy Comes First

Think beyond the borders. Hire on the whole map

Without an entity constraint, the whole map is open. Strategy is choosing where on it the business gets the best people at the right cost, through the right employment route.

EOR Icon

Map the talent

Find where the skills sit — often in countries never shortlisted because the search stopped at the border.

Mobility Icon

Simulate costs

Model the full employer cost of a role in each candidate country, and see the difference before the budget is set.

Payroll Icon

Hire or relocate

For each role, compare recruiting locally against moving your own people — on cost, timing and immigration.

Benefits Icon

Choose the route

Entity, Global EOR, or another lawful option, chosen for that country and that plan.

Workforce feasibility assessment

Four angles of global workforce planning

Acumen’s specialists work through every country and scenario on your plan from the same four angles — feasibility, employer cost, work authorisation and employment route, so you can compare options on the same terms and build a workforce plan that holds across the long term.

Executive Perspective

The map is bigger than the org chart

Many workforce plans I see are drawn inside the borders the company already operates in. That is not a strategy, it is a habit. The talent a business needs is not all in one country, and the cost of employing it varies far more between markets than most boards realise.

Global workforce strategy is the exercise of looking at the whole map before deciding: where the skills are, what a role really costs in each place, whether to hire locally or move your own people, and which route holds up as the team grows.

Done properly, it is one of the few decisions that gets cheaper the earlier you make it.

FREQUENTLY ASKED QUESTIONS

Got questions?
We’ve got answers

Have questions about hiring globally? You’re not alone. Below you’ll find answers to the most common questions from teams expanding into new markets — from compliance and onboarding timelines to payroll and local benefits.

If you don’t see what you’re looking for, our team of in-country experts is always ready to help you navigate the details.

When does an entity become the better route?

Usually when the market has proved itself: headcount is growing, the business is generating local revenue, or activities require a local licence or registration that an EOR cannot hold. Acumen International flags that point and helps transition employees when it arrives.

Can senior, revenue-generating or executive roles be employed through an EOR?

Yes, with care. Role design, contract terms and activities are reviewed for PE and licensing implications before the hire starts, rather than discovered afterwards.

We provide complete compliance risk assessments, local contract adaptation, tax filing, and continuous legal updates to safeguard your operations in every high-risk market we cover.

What happens to employees when we transition to our own entity?

They move across with continuity of employment where local law allows it. Acumen coordinates the transfer — contracts, benefits, statutory registrations, so the change is administrative for the business and invisible for the employee.

We process unified multi-country payroll in local currencies, calculate mandatory social contributions, and administer compliant statutory and supplementary benefit packages for your global workforce.
